Whistle Stop and Rocky Mountains Insert/Organizer
There is PLENTY of room for Promos and other Upgrades -- some space specifically in the Upgrade boxes, but if you run out of room, there is more space in the box. There is also space if you use draw bags. I don't have any, but you can store them under the bottom spacers.
Design includes a tile draw tower.
