This promo card was available in the "Bärenherz"-Set. It's promo #27 and reads:

Wirf zu Beginn deines Zuges 1W6. Bei 4-6 schlüpft das Junge aus und erhält folgenden Effekt: 1, erschöpfen: Ein Gegner deiner Wahl verliert 2 Lebenspunkte.

Roughly translated: At the beginning of your turn roll 1D6. On a 4-6 the dragonbaby hatches. You can use now this ability: Pay 1, exhaust: An opponent of your choice looses 2 Lifepoints.
