Barrage: Earned Authority marks a new chapter in the Hydroelectric war. After years of competition, some of the most interesting ideas didn't come from the design table alone, they came from the players themselves. Through a community design challenge, a large number of players submitted their concepts for new Executive Officers.

Sixteen designs made it through playtesting and community review, then went through refinement by Simone Luciani and Tommaso Battista. The winning designs now joins the game as a full-fledged addition.

This expansion introduces 16 new Executive Officers, each built around a different approach to water management and energy production. The community-designed entries will open new strategic options that will push you to reconsider how you handle dam construction, resource management, and power generation.

These are new XOs with fresh perspectives on rivers and water control, shaped by players who know the game inside and out.
