Each player is acting as a new legislator, controlling the resources in different industries, entertainment and red-light industry, land development, temple and shrine, medicine, illegal private bank, farmer's and fisherman's association. You have to negotiate with other legislators to pass the proposed laws that are beneficial for yourself.
