All you have to do is (A) Preparation for production, (B) Only one piece of work completed.

(A) In preparation for production, select one flag card to be produced, and use the production cube to collect the necessary colors. (B) In work completion, complete the national flag, place it in the gallery, and get a production cube or theme token.

The game ends when a player completes 9 flags or a total of 5 themes.
