Steward: If you have 1 less Prestige than another player, subtract 1 from any requirement. +1 Credit, +1 Action.
Arbiter: +1 card to each player with more Prestige than you; +1 Action to each player with less Prestige than you.
Hadria: Subtract 1 from any requirement for each player with more Prestige than you. +1 Card, +1 Action.
