Changes in setup: Place the Offer tile above the board. Randomly choose 4 Turbine Development tiles and place them on the Offer tile. Put remaining Turbine Development tiles back to the box.

Changes in gameplay:

Gaining Turbine Development tiles: During the game while performing the Industrialize action to build a Turbine, you can spend Achievement tokens to gain one of the Turbine Development tiles. The cost depends on the cost of the turbine in meeples and it’s equal to 1/2/2/3 Achievement tokens. Place the tile on your Player board in place of just placed Turbine. You may only gain 1 Turbine Development tile during the game. Using Turbine Development tiles: When you perform an Energize action, get a turbine bonus normally associated with all your placed Turbines and from the Turbine Development tile. Each Turbine Development tile gives their benefits a number of times that depends on the level of that turbine (1/2/2/3) depicted as ‘?’ on Turban Development tiles.
