Тактическое Лото ("Tactical Lotto"), published in Moscow (Soviet Union) 1929.

Though the game is titled as Lotto game, it is typical roll and move game about war and military tactics with separate game board with 96 stops (16 cards of 6 stops each) and additional cards with questions about each stop. The first player, who cross whole route first, wins a game.
