The first layer contains the separation for the larger goal tiles. You can store them in assembled condition. The small goal tiles (the purple water lily and the branches) are stored in the bottom tray.
There is a space for additional cards in other languages. The path goal tiles are stored in the second layer.
Also in the first layer are the two trays for the water and the foliage tiles. Furtermore is the tray for the lantern and the lucky coins also in this layer.
